Moro Power Company (MPC) and PowerChina signed a B2B electricity agreement on Saturday, covering technical collaboration, engineering, and construction of a 100MW hybrid renewable project in Jhimpir, Sindh. The deal marks the first project executed under the long-pending CTBCM B2B wheeling policy, which allows generators to supply power directly to industrial consumers by paying transmission charges rather than routing through national distribution utilities. The project will combine 65MW of wind turbines and 35MW of solar panels on 300 acres of Sindh government-allotted land in Jhimpir, with battery storage included. Transmission will run through the Sindh Transmission and Despatch Company, delivering electricity to industries in Nooriabad under the regulatory oversight of the Sindh Electric Power Regulatory Authority, the only provincial power regulator in Pakistan with independent tariff-setting authority. The commercial mechanism is direct: MPC pays wheeling charges of Rs8 per kWh to access the national grid and supplies industrial consumers at Rs25 per kWh, with buyers remaining grid-connected for 24/7 continuity. Jhimpir already hosts 36 power producers with 1,845MW of installed capacity, giving the corridor established infrastructure. The project's significance extends beyond Sindh, MPC CEO Mustafa Abdullah says the wheeling model can supply any industry in Pakistan, setting a replicable template for decentralised industrial power procurement across provinces.
